Red category units cause the most harm. These need strict rules. Orange ones cause less harm but still need close checks. Green units have small effects and get faster approvals. White units are the least polluting. These often do not need consent.

This classification helps MPPCB know what kind of approval is needed. It also sets how often checks are done.

MPPCB issues various licenses to control pollution. These documents are legal permits that allow a business to work while meeting environmental norms. These licenses help track and limit waste, emissions, and resource use.

1. Consent to Establish (CTE)

CTE is needed before setting up any unit. It checks if the proposed unit meets location and design norms. It ensures the business will not harm the environment in its setup stage.

2. Consent to Operate (CTO)

CTO comes after CTE. A unit needs CTO to run its operations. MPPCB checks whether the unit meets safety standards and pollution limits. CTO can be for air, water, or both, depending on the activity.

3. No Objection Certificate (NOC)

An NOC confirms that the proposed business will not harm the environment. It is often needed before starting a project or expanding one. MPPCB issues NOC to confirm the site and plan meet legal norms.

All these approvals must be renewed from time to time. They help MPPCB track pollution and guide units to follow safe practices.

These licenses are not for a few businesses. Any unit that may pollute must apply. This includes industries, hospitals, hotels, and more.

The following must get MPPCB permissions:

• Manufacturing industries (textiles, chemicals, cement, etc.)

Even small-scale units must apply if they handle water, air, or hazardous waste. No one can run or expand without MPPCB’s clearance.

MPPCB also decides which category a unit falls under. The application process will depend on that.

The registration process for CTE, CTO, and NOC is simple but detailed. It involves various steps. Businesses must apply online through MPPCB’s portal.

1. Site Selection

• The applicant must first pick a location that meets zoning and safety norms.

2. Industry Classification

• Based on the activity, MPPCB assigns a category – Red, Orange, Green, or White.

3. Document Preparation

• Gather all documents as per checklist (see next section).

4. Online Application

• Register on the MPPCB portal.
• Fill out the application form for CTE or CTO or NOC.
• Upload documents and pay the fee.

5. Inspection by MPPCB

• MPPCB officers visit the site.
• They check safety systems, pollution control setups, and waste handling.

6. Approval or Rejection

• MPPCB grants the license if all rules are met.
• If rules are not followed, the application may be rejected or sent back.

7. Consent Copy

• After approval, you get a soft copy of the consent.
• A hard copy may also be issued if requested.

The process may take 30 to 90 days depending on the category and complexity of the case.

MPPCB may ask for more documents based on industry type. All files must be clear, readable, and correct.

MPPCB grants licenses for fixed periods. The applicant must apply for renewal before the license expires.

Renewal Process

• Apply online at least 120 days before expiry
• Submit updated documents – site status, pollution reports, etc.
• Pay renewal fee based on category and size
• Site re-inspection if changes have been made
• Get renewed license from MPPCB

Getting approval is not the final step. Units must follow the compliance rules below

Monthly or quarterly reporting of emissions or waste

Units must submit regular reports on the quantity and type of waste or emissions generated. These must follow the format and frequency set by MPPCB

Installation of pollution control equipment (filters, scrubbers)

Every unit must install suitable pollution control devices based on the type of operations. These may include filters, scrubbers, or electrostatic precipitators to control air and water pollution

Maintaining waste logs and registers

Units must keep daily records of hazardous and non-hazardous waste. These registers should be available at the inspection site at any time

Water and air quality testing via certified labs

Regular testing of environmental samples like groundwater, surface water, or stack emissions—must be done through MPPCB-approved labs.

Calibration of pollution monitoring devices

Devices used for measuring pollution levels must be calibrated at regular intervals. This ensures the readings are accurate and match the prescribed limits.

Training staff for eco-friendly handling

People in the industry should be trained on keeping materials safe, what to do in emergencies and methods to control pollution. Because of this, possible accidents are prevented and everything is done safely

Renewal of license on time

CTO and NOC licenses have a validity period. The unit must apply for renewal well before expiry. If you cause a delay or fail to renew it can cause closure or penalties.

Proper disposal of hazardous waste

Any waste that is hazardous needs to be transported to facilities authorized for its safe handling. Waste should never be thrown onto land that is open, in lakes or rivers or into drains

Display of compliance certificates at site

Copies of valid licenses, consents, and test results must be displayed at the site. This proves the unit is running legally and transparently.

MPPCB may inspect without prior notice. Not showing compliance can lead to heavy penalties

Non-compliance with MPPCB rules is serious.
